Montville — The town and its consultant at Southeastern Connecticut Council of Governments are drafting an affordable housing plan and ask residents complete an online survey to provide input on the town’s housing needs.

As part of legislation passed in 2017, every municipality in Connecticut must adopt a five-year affordable housing plan by June 1, 2022, that specifies how housing needs will be addressed in their respective communities.

According to a news release from the town’s Planning Department, “affordable housing” means housing for which families and individuals who make 80% or less of the area median income pay 30% or less of their income on rent or mortgage. For Montville and other towns in southeastern Connecticut, a single person making less than $52,000 a year or a family of four making less than $80,000 a year would qualify.

The survey asks residents for their thoughts on town demographics, their vision for the future of their community and if they have had any hardships paying their rent or mortgage, especially due to the COVID-19 pandemic. Single-family median home sale prices in Montville have jumped from $217,250 in 2019 to $262,000 in 2021 — a nearly 21% increase since the start of the pandemic, according to the Eastern Connecticut Association of Realtors, making housing affordability and supply pressing challenges in the region.

The survey responses will help shape the housing priorities and recommendations for the next five years, with the Planning and Zoning Commission holding additional outreach this spring before final plan adoption. The survey is available on the town’s website at bit.ly/mthousingsurvey. Residents also can get a print copy, at the Town Hall’s front desk Monday through Friday from 8 a.m. to 4:30 p.m., to complete and return to the Planning Department. Residents are asked to complete the survey by April 8.
